Furthermore, it aims to develop a high-level, specialized workforce capable of researching, developing, mastering, deploying, and managing safe, reliable, and responsible artificial intelligence systems; with the goal of positioning Vietnam as a leading nation in the region in artificial intelligence human resource development, contributing to increased labor productivity, national competitiveness, and the protection of national interests in the era of artificial intelligence.
At least 50,000 personnel with university degrees or higher, possessing the ability to apply artificial intelligence in key sectors.
Strive by 2030 to popularize knowledge, skills, and the ability to use artificial intelligence safely and effectively for learners, workers, and management personnel:
At least 80% of general education students and pre-university students will be provided with basic knowledge and skills in artificial intelligence appropriate to their age; linked to the development of digital thinking, computational thinking, ethics in using artificial intelligence, and the ability to use artificial intelligence safely and responsibly.
Strive for 100% of learners in higher education institutions and at least 80% of learners in vocational education institutions to be equipped with basic knowledge and skills in artificial intelligence, ethics, and data security; possessing the ability to use and apply artificial intelligence in learning, research, and professional activities safely, effectively, and responsibly.
At least 90% of civil servants, public employees, and workers in public service units, and 100% of officials, civil servants, and workers in the education and training sector will be trained and updated with knowledge and skills in artificial intelligence, possessing the ability to use and apply artificial intelligence safely, effectively, and responsibly in professional activities, management, and administration, in which: at least 100,000 teachers, lecturers, and educational administrators will receive intensive training, capable of guiding, supporting, and disseminating the ability to use and apply artificial intelligence safely, effectively, and responsibly; at least 10 million workers will be trained, fostered, or updated with basic artificial intelligence usage skills.
Develop human resources for artificial intelligence application by sector and field: new training, conversion training, and advanced training for at least 50,000 personnel with university degrees or higher, capable of applying artificial intelligence in key sectors and fields.
Develop high-level, specialized artificial intelligence human resources: train and foster at least 10,000 high-level personnel in artificial intelligence, including researchers, engineers, and experts capable of researching, developing, mastering, deploying, operating, and managing advanced artificial intelligence systems, of which at least 1,500 experts are capable of researching, developing, mastering core technologies, and leading key artificial intelligence tasks.
Establish an education system integrated with artificial intelligence at all levels of schooling and training; 100% of higher education institutions will implement regulations on the use of artificial intelligence in training, research, and assessment; at least 80% of degree-granting vocational training programs will integrate output standards and training content on the ability to apply artificial intelligence appropriate to each field, sector, and profession.
Develop a network of artificial intelligence training and research institutions: form at least 10 advanced training and research centers specializing in artificial intelligence, including 5 to 7 artificial intelligence centers reaching advanced regional levels, gradually approaching international standards; develop at least 25 higher education institutions as hubs for training, research, and innovation in artificial intelligence, implementing intensive artificial intelligence training programs, programs integrating artificial intelligence by sector and field (AI+X), and artificial intelligence application programs (X+AI).
By 2035, Vietnam will be a nation with leading artificial intelligence human resource development capabilities in the region.
With a vision toward 2035, form a modern, sustainable artificial intelligence human resource ecosystem capable of adapting to technological development and international integration; the ability to use and apply artificial intelligence will become a common skill for the workforce; artificial intelligence will become a foundational technology driving learning, labor, production, business, and national administration.
Develop an artificial intelligence workforce with the scale, structure, and quality to meet the requirements of developing the digital economy, digital society, green economy, strategic technology sectors, and enhancing national technological autonomy. Form a team of high-level experts, engineers, scientists, lecturers, and managers capable of researching, developing, mastering, and leading artificial intelligence technology, with competitiveness in the regional and international artificial intelligence development network.
Form artificial intelligence training centers, programs, and research groups reaching advanced regional and international levels; possessing the capacity to train high-quality artificial intelligence human resources, research and develop core artificial intelligence technology, attract international experts, and participate deeply in the regional and international artificial intelligence development network.
Vietnam will become a nation with leading artificial intelligence human resource development capabilities in the region, possessing an ecosystem for training, research, application, and management of artificial intelligence that is safe, reliable, and responsible, contributing directly to increased labor productivity, innovation, quality of public services, national competitiveness, and the protection of national interests in the era of artificial intelligence.
7 groups of tasks and solutions.
To achieve the aforementioned goals, the Program proposes the following specific groups of tasks and solutions: (1) Build and complete institutions regarding competency standards and the governance system for artificial intelligence human resource development; (2) Develop the team of educators, experts, and artificial intelligence training support networks; (3) Develop high-level, specialized artificial intelligence human resources and research and innovation capabilities; (4) Popularize, retrain, and upgrade artificial intelligence skills for learners, workers, officials, civil servants, and public employees; (5) Link training with businesses and the labor market; (6) Develop infrastructure, data, and shared practice environments for artificial intelligence training; (7) Communication, awareness-raising, and popularization of artificial intelligence skills.
Regarding the construction and completion of institutions for competency standards and the governance system for artificial intelligence human resource development, the Program requires:
Develop a National Artificial Intelligence Competency Framework, which stipulates standards for assessing artificial intelligence competency, referencing international artificial intelligence competency frameworks and standards, ensuring suitability for Vietnam's conditions.
Develop and issue guidelines for applying training program standards, output standards, and artificial intelligence training programs for key target groups, ensuring consistency and connectivity between training levels.
Review and appropriately integrate basic content on artificial intelligence, computational thinking, digital skills, and ethics in technology usage into the general education curriculum according to the roadmap and authority; encourage experiential, research, and creative activities in the field of artificial intelligence.
Supplement artificial intelligence competency standards into professional standards for each specific target group according to authority and appropriate to each sector, profession, and job position; regulate the recognition, assessment, and certification of artificial intelligence competency to promote lifelong learning and labor mobility.
Build a database on artificial intelligence human resources, allowing for the monitoring, assessment, and forecasting of human resource and skill supply and demand, serving as a basis for policy planning and adjustment of training programs.
Establish and operate an inter-ministerial and inter-sectoral coordination mechanism; build a system to monitor, supervise, and evaluate the development of artificial intelligence human resources, ensuring the connection between education, science and technology, digital transformation, and the labor market, enhancing the efficiency of coordination and implementation of the Program.
Support small and medium-sized enterprises and socio-professional organizations in accessing artificial intelligence training programs.
Regarding the popularization, retraining, and upgrading of artificial intelligence skills for learners, workers, officials, civil servants, and public employees, the Program requires:
Develop and implement programs to popularize basic artificial intelligence knowledge and skills for learners, workers, management personnel, and the community in a flexible manner, suitable for each target group, combining online and in-person training, guided self-study, community learning, and workplace training.
Develop retraining programs to upgrade artificial intelligence skills suitable for the needs of workers, job positions, and the requirements of sectors and fields strongly impacted by artificial intelligence, focusing on the ability to use artificial intelligence tools, data analysis, process automation, human-machine collaboration, data protection, and adaptation to career changes.
Organize training and guide self-study and self-accumulation of the ability to apply artificial intelligence in public service for officials, civil servants, and public employees through courses, self-study tools, and practice in using artificial intelligence in performing tasks.
Support businesses, especially small and medium-sized enterprises, cooperatives, production and business establishments, and socio-professional organizations in accessing artificial intelligence training programs, competency assessment tools, consulting experts, and shared learning resources to improve labor productivity and competitiveness.
Prioritize support for vulnerable groups, workers at risk of being replaced by automation, learners in difficult areas, women in technology, people with disabilities, and groups needing guaranteed fair access to artificial intelligence capabilities.
Build, review, and update open online training and fostering programs to popularize artificial intelligence capabilities; develop open learning systems and shared educational resources on artificial intelligence and coordinate integration and implementation on the Digital Mass Education platform along with existing digital learning platforms.
Form a learning society and learning community within the national education system suitable for each level of access: organize training courses and subjects using digital platforms and open educational resources for the popularization level; develop models for training integrated with artificial intelligence by sector and field (X+AI) and artificial intelligence application programs suitable for each target group, level, and professional need (AI+X)./.
