On the afternoon of August 13, in Hanoi, Deputy Prime Minister Ho Quoc Dung attended the signing ceremony of the strategic cooperation agreement for the next phase between FPT Corporation (FPT) and the Mila-Quebec Artificial Intelligence Institute (Canada).
Speaking at the ceremony, on behalf of the Government leadership, the Deputy Prime Minister acknowledged and congratulated the collaborative achievements that FPT and the Mila-Quebec Artificial Intelligence Institute (Mila) have attained in recent times, as well as their research implementation plans for the coming period.
The Deputy Prime Minister emphasized that Resolution No. 57-NQ/TW of the Politburo has identified science, technology, innovation, and digital transformation as key drivers for the country's development. With the Law on Artificial Intelligence taking effect from March 1, 2026, Vietnam is among the global pioneers (alongside the European Union and South Korea) to officially enact specialized legislation, creating a comprehensive legal framework for artificial intelligence to manage risks and promote innovation.
Furthermore, Resolution No. 19-NQ/TW continues to emphasize the requirement to innovate the development model, promoting the role of science, technology, innovation, and digital transformation; in which artificial intelligence is placed at the forefront.
Implementing these guidelines, the Government and the Prime Minister have issued a series of strategic policies and mechanisms related to artificial intelligence, such as Decree No. 142/2026/NĐ-CP detailing several articles and implementation measures of the Law on Artificial Intelligence; the National Program for Artificial Intelligence Human Resource Development to 2030, with a vision to 2035... The Government is decisively directing the Ministry of Science and Technology to develop and submit to the Prime Minister for the issuance of the National Strategy on Artificial Intelligence in the near future.
In this regard, the Government determines that all development programs and strategies for artificial intelligence must be people-centric and business-centric, serving as the subject and ultimate goal, ensuring that all technological achievements return to serve life and enhance the competitiveness of the economy.
"All AI technology is only truly valuable when it brings a better life to the people and creates a breakthrough development space for businesses," the Deputy Prime Minister emphasized.
Vietnam identifies international cooperation as one of the key pillars to connect knowledge, leverage global resources, and join international friends in building a humane and sustainable global AI ecosystem, accompanying international friends in the digital era.

In this context, the cooperation between FPT and Mila aligns with Vietnam's artificial intelligence development orientation, contributing to providing practical solutions to address the country's major challenges, creating clear added value for the community; while simultaneously helping Vietnam proactively participate in the value chain and shape global AI governance standards.
The Deputy Prime Minister requested that in the coming time, FPT and Mila focus on implementing cooperation with a focus on using practical products as the ultimate metric; shifting strongly from pure research to creating specific quantitative results - from core technology and patents to commercialized solutions. All research topics must stem from directly serving the needs of the market, businesses, and society.
Placing high-quality human resources as the decisive core, the Deputy Prime Minister requested the promotion of training and development for a team of high-level AI experts and engineers; creating breakthroughs to empower and open space for young Vietnamese scientists and talents to participate and commit to global projects and research programs, while directly solving the country's "major challenges."
Emphasizing the development of AI in a safe, reliable, and responsible manner, the Deputy Prime Minister clearly stated that transparency, data security, and system safety must be considered prerequisites from the design stage. Both sides need to be pioneers in contributing to and shaping AI governance frameworks and standards that are both in line with international practices and suitable for Vietnam's reality.
The Deputy Prime Minister requested the promotion of the triple-helix model between research institutes, universities, and businesses; prioritizing the concentration of resources to definitively solve key problems in manufacturing, healthcare, education, and digital infrastructure, using practical effectiveness as the basis for large-scale replication.
The Deputy Prime Minister expressed his hope that FPT will continue to focus resources on investment in research and development, particularly in artificial intelligence, viewing this as the key to continued breakthroughs. Mila should continue to maximize its role as a "knowledge springboard," sharing experience and connecting the international network of experts to quickly transform commitments with FPT into specific programs, products, and measurable results.
