Since the beginning of 2026, alongside expanding its Artificial Intelligence (AI) camera network, Hanoi has been gradually applying data and digital technology to detect violations, control traffic signals, and organize traffic in real-time.

On the morning of September 28, the Traffic Police Department of Hanoi City Police informed the Vietnam News Agency (VNA) that from September 17 to 23, the AI camera system detected and sent cold penalty notices to 4,007 cases of traffic order and safety violations. Among these, driving in the wrong direction on roads with "No Entry" signs accounted for the highest number with 2,130 cases, followed by 1,390 cases of failure to wear helmets.

These two groups of violations alone accounted for 3,520 cases, representing nearly 88% of the total violations detected by the system.

The AI cameras also recorded 203 cases of stopping or parking in prohibited areas; 162 cases of failure to comply with traffic light signals, including 95 cars and 67 motorcycles; and 74 cases of entering roads with signs prohibiting the specific type of vehicle being operated.

Additionally, the system detected 24 cases of stopping on the left side of one-way streets; 22 cases of improper passenger pick-up or drop-off; and 2 cases of failure to wear seatbelts. These figures continue to demonstrate the AI camera system's ability to automatically identify various groups of violations.

However, detecting and handling violations is only one function of the smart traffic system being developed by Hanoi. The foundation for the process of expanding AI applications in traffic management in 2026 was established at the end of 2025.

Since December 13, 2025, the Hanoi City Police have officially put into operation a system of approximately 1,837 AI cameras, strategically placed at 25 streets and 195 intersections. Images and clips of violations are recorded by the system along with information on time and location to facilitate verification and processing in accordance with regulations.

Along with violation detection, camera data is utilized to support traffic organization. The smart traffic control center monitors vehicle flow at intersections, thereby assisting in adjusting signal cycles to suit real-world conditions.

The utilization of cameras is also focused on behaviors that directly impact traffic order, typically illegal stopping and parking, while identifying locations and "bottlenecks" at risk of congestion to develop handling plans.

These data points show that the application of Artificial Intelligence not only increases the ability to detect violations but also helps authorities maintain continuous monitoring and supplements data sources for traffic command and operation.

Beyond increasing the number of cameras, Hanoi continues to develop tools to exploit data collected from the system. On July 15, the Hanoi City Police officially put into operation 36 LED screens for electronic traffic information and warnings at key streets and intersections.

Notably, alongside the system of nearly 5,000 AI cameras, the City Police have for the first time applied an AI virtual assistant tool in traffic command and operation; it has the capability to automatically analyze, synthesize, and compile traffic data in real-time, supporting the AI camera system and LED screens in providing intuitive, timely information to road users.

Thus, image data from cameras is not only used to determine whether a vehicle has committed a violation but is also used to analyze traffic flow, identify traffic conditions, and support authorities during command and operation.

The camera system, control center, signal control cabinets, information screens, and AI analysis tools are being gradually connected, creating a foundation for data-driven traffic organization in real-time.

In parallel with exploiting the existing system, Hanoi is continuing to expand its AI camera network on a larger scale. The application orientation is also not limited to the field of traffic.

AI cameras are identified as capable of serving environmental management, urban infrastructure, detecting illegal waste discharge and dumping, managing urban order and construction order, and supporting the assurance of security and safety in public areas.

The Hanoi City Police have also just announced further information regarding the deployment of a 21,671 AI camera system. Accordingly, the system is being deployed on 993 major streets and roads in the inner city and at 3,129 locations and intersections not yet equipped with traffic signals.

The goal before December 31, 2026, is to complete the transmission infrastructure, installation, and peripheral equipment, and be ready to put the 21,671 cameras into operation and use.

Looking back from the beginning of 2026 to the present, the application of AI cameras in Hanoi's traffic management has shifted from the initial system exploitation phase to expansion in both scale and function. From a system of 1,837 AI cameras at 195 intersections, Hanoi has completed an additional 2,460 cameras at 238 intersections, bringing the scale of the monitoring and operation system to nearly 5,000 cameras. Along with that, the addition of traffic information screens, smart signal control cabinets, and AI virtual assistants supports data analysis.

Through this, the camera system is gradually being utilized not only for monitoring and detecting violations but also for providing data to support traffic organization, handling arising situations, and building the capital's smart traffic system.
