Semiconductors have become the foundation of the economy and many modern industries. Therefore, semiconductor technology capability not only determines the competitiveness of enterprises but also affects the safe operation of essential infrastructure, the level of technological autonomy, economic development, and the national defense and security assurance capacity of each nation.

In this context, specialized chips hold a special position. These are chips designed for a specific problem, optimized for a set of functions, operating environments, and defined requirements.

Vietnam has clearly defined this direction. Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo sets the requirement to gradually master semiconductor technology. Decision No. 1018/QĐ-TTg on the Strategy for the development of Vietnam's semiconductor industry by 2030 and vision to 2050 selects the C= SET+1 formula, in which S stands for Specialized, meaning specialized chips. Decision No. 21/2026/QĐ-TTg continues to identify semiconductor chip technology and specialized chip products as a group of strategic technologies and products that need priority development.

### Specialized chips are directly linked to technological autonomy

Specialized semiconductor chips are chips designed to solve a specific problem rather than serving a general purpose. An AI chip for an edge camera must process images quickly, consume little power, protect data, and operate stably even when connectivity is intermittent. Chips controlling UAVs or robots must meet real-time requirements and high reliability. Security chips must create a root of trust right from the hardware. These requirements show that the value of specialized chips lies in their ability to solve the exact problems of the product and the industry using them.

According to Mr. Nguyen Anh Tuan, Director of the National Center for Semiconductor Chip Prototyping (Ministry of Science and Technology), developing specialized semiconductor chips is considered a suitable direction to leverage advantages and gradually participate more deeply in the global semiconductor value chain. Choosing specialized chips does not mean narrowing ambitions. This is a way to focus resources where Vietnam has real needs, a market, an emerging design team, and an electronics industry large enough to create end products. We need to start from the problems of AI cameras, IoT devices, power grids, charging stations, robots, UAVs, telecommunications, healthcare, and digital identity. From there, we can determine the chip architecture, manufacturing technology, packaging plans, testing standards, and appropriate commercialization roadmaps.

Mr. Nguyen Anh Tuan believes that if done well, specialized chips will create value on many levels. Domestic enterprises can increase the proportion of value created by Vietnam in equipment and systems. Industries such as electronics, electric vehicles, energy, automation, smart agriculture, and digital infrastructure will have more products suitable for domestic operating conditions. The capacity for chip design, testing, and integration also creates high-tech jobs, promotes applied research, and forms new technology enterprises.

More importantly, specialized chips are directly linked to technological autonomy. Autonomy does not mean doing everything within the scope of one country. Autonomy is mastering the decisive stages: product requirements, system architecture, design, verification, testing data, and the right to choose partners in the supply chain. For critical systems, Vietnam needs the ability to control design, evaluate reliability, verify origins, and proactively replace components when the supply chain is interrupted. That is the foundation for protecting data, maintaining essential services, and ensuring national security in the new situation.

### State and enterprises accompany each other

Despite great potential, the gap from a design to a chip that operates stably in a product is still very large. Each prototyping run is costly and carries technical risks. Small orders often struggle to access packaging and testing services. After having a chip sample, enterprises still have to perfect the software, circuit boards, reliability assessment processes, certification, and integration into products. Without the first customer, it is difficult for enterprises to invest. Without a verified chip, it is difficult for customers to place orders. "This is a bottleneck that public policy and shared infrastructure must solve together," Mr. Nguyen Anh Tuan emphasized.

Decision 1018/QĐ-TTg in 2024 defines the task of promoting the development and use of specialized chips in fields such as high-tech agriculture, automation, consumer electronics, and digital transformation.

The 2026 action plan of the National Steering Committee for Semiconductor Industry Development emphasizes promoting the development and use of specialized chips, selecting at least 3 strategic semiconductor chip lines to implement the product development program.

The Ministry of Science and Technology is finalizing the dossier to submit to the Prime Minister for the issuance of a List of specialized chips in a number of industries and fields where the State prioritizes ordering. The draft includes 20 chip groups, built from the needs of ministries, sectors, enterprises, research institutes, universities, and experts. The list will be the basis for guiding research, creating market signals, and focusing resources on products capable of development in Vietnam.

The Ministry aims to build a support program throughout from research and design to prototyping, measurement, and evaluation of specialized chips. The risk-sharing support mechanism in the early stages is managed according to technical result milestones, while encouraging counterpart capital and the participation of enterprises.

Public investment, digital transformation, infrastructure development, and strategic technology product programs will be the market for chips made by Vietnam through the ordering mechanism of public investment projects. Parallel to the ordering mechanism is the construction of standards, testing laboratories, certification mechanisms, and reliability assessment processes. The goal is to help good products enter use, rather than creating a closed market or lowering quality requirements. Besides the public market, the fact that large economic groups are investing in industries or national critical infrastructure projects is also a very large market for Vietnamese specialized chips.

With the role of the national focal point for supporting semiconductor chip prototyping, the National Center for Semiconductor Chip Prototyping defines its core task as helping to reduce costs and risks on the journey from design to chip samples. Mr. Nguyen Anh Tuan said that the Center will gradually provide and coordinate shared infrastructure and laboratories; connect with manufacturing plants, packaging, and testing units; and support measurement, evaluation, and performance assessment after prototyping...

Along with that, the Center connects chip design enterprises with product enterprises right from the technical requirement definition step; coordinates with universities and research institutes to train through practical projects, while connecting domestic and international experts to improve the capacity of the team.

Domestic technology enterprises have been very proactive in investing in chip manufacturing. In early 2026, Viettel Group started construction on Vietnam's first high-tech semiconductor chip manufacturing plant on an area of 27 hectares at Hoa Lac Hi-Tech Park.

Tập đoàn Geleximco cũng đang xúc tiến thủ tục đầu tư nhà máy sản xuất chip tại Hưng Yên, dự kiến khởi công vào tháng 11/2026 và đưa sản phẩm thương mại ra thị trường vào đầu năm 2028. Ông Ngô Anh Trí, Phó tổng giám đốc Tập đoàn cam kết ưu tiên thử nghiệm, tích hợp vi mạch điều khiển, cảm biến và chip công suất do kỹ sư Việt Nam thiết kế vào các dòng xe điện và hệ sinh thái công nghiệp của tập đoàn. Động thái này giải quyết căn cơ bài toán “khách hàng đầu tiên” cho ngành vi mạch nội địa.

Để phát triển công nghiệp bán dẫn của Việt Nam chắc chắn còn nhiều khó khăn. Nhưng với định hướng đúng, chính sách đủ mạnh, sự đồng hành của Nhà nước, doanh nghiệp và các đối tác quốc tế, chip bán dẫn chuyên dụng hoàn toàn có thể trở thành lĩnh vực tạo ra giá trị gia tăng cao, góp phần nâng cao năng lực tự chủ công nghệ và đưa Việt Nam tiến sâu hơn vào chuỗi giá trị bán dẫn toàn cầu.
