On September 7, at the Government Headquarters, Deputy Prime Minister Le Tien Chau received Mr. Matsumoto Yohei, Japan's Minister of Education, Culture, Sports, Science and Technology.

Speaking at the meeting, Deputy Prime Minister Le Tien Chau congratulated Japan on the "Asuka-Fujiwara Archaeological Sites" being recognized by UNESCO as a World Heritage site.

The Deputy Prime Minister highly appreciated the positive progress in several cooperation areas between the two countries recently. Regarding the implementation of semiconductor human resource training, the Ministry of Education and Training and the Ministry of Science and Technology of Vietnam are studying proposals for a suitable mechanism to achieve the goal of training 250 semiconductor PhDs within the framework of Japan's Science and Technology Research Partnership for Sustainable Development (NEXUS) with ASEAN countries.

The Deputy Prime Minister requested that the Japanese side continue to actively coordinate and create favorable conditions for Vietnamese candidates to access support resources.

Regarding the Human Resource Development Scholarship (JDS) project, the Government has issued Resolution No. 277/NQ-CP dated August 6, 2026, on the signing of the Exchange of Notes.

The Deputy Prime Minister affirmed that in the process of realizing development goals in the new era, Vietnam identifies Japan as one of its top and long-term strategic partners.

The Deputy Prime Minister requested Minister Matsumoto to continue focusing on the effective implementation of agreements between the leaders of the two countries: increasing the number and scale of co-funded joint research projects within the framework of the NEXUS Program and the Sakura Science Exchange Program; and promoting the early conclusion of negotiations toward signing the Agreement on the development of the Vietnam Japan University.

The Deputy Prime Minister expressed his hope that Japan will continue to support Vietnam in training high-quality human resources in fields such as AI, high-tech, high-speed rail, space, quantum, etc.; and support Vietnamese universities in participating in the 4th Vietnam-Japan University Presidents' Conference in Japan (October 2026).

Along with that, he proposed continuing to promote cooperation in science, technology, innovation, and digital transformation between the two countries through specific projects such as joint research, Research and Development (R&D) cooperation, and the development of Vietnam's innovation ecosystem; and coordinating to organize the 5th meeting of the Vietnam-Japan Joint Committee on Science and Technology and the Public-Private Cooperation Forum between the two governments and businesses on science and technology.

In particular, the Deputy Prime Minister requested support for implementing Vietnamese language and Vietnamese studies training programs in Japan; encouraged the expansion of teaching, research, and exchange programs related to Vietnam at Japanese educational institutions; and strengthened substantive cooperation between localities of the two countries while promoting cultural, tourism, and people-to-people exchanges.

The Deputy Prime Minister expressed his hope that Minister Matsumoto Yohei would continue to support the creation of a favorable, equal, and friendly living and working environment for foreigners, including the community of nearly 700,000 Vietnamese people in Japan; and continue to organize Vietnam-Japan Festivals as well as the Vietnam-Japan Local Cooperation Forum, which was successfully held in Hue on September 6.

Minister Matsumoto Yohei emphasized that, along with education and training, Japan always wishes to strengthen cooperation with Vietnam in the fields of science and technology, digital transformation, and innovation.

The Minister affirmed that he would continue to make further efforts to contribute practically to the Vietnam-Japan relationship.
