The wireless fire alarm device, researched, applied, and produced by the Hanoi City Police in collaboration with the University of Fire Prevention and Fighting, has been quality-assessed by competent authorities in accordance with regulations and certified for conformity by the Vietnam Telecommunications Authority under the Ministry of Information and Communications.

The product aims to meet the needs of households, business owners, production facilities, and construction sites, while contributing to the implementation of the Ministry of Public Security's project on "Building a fire and incident reporting transmission system." The device is capable of early detection and warning of fire risks, providing extra time for citizens to evacuate, notifying authorities, and organizing initial firefighting efforts, thereby helping to limit casualties and property damage.

The Hanoi Smart Police application was researched and developed by the City Police in coordination with the Department of Science and Technology as a mini-app on the iHanoi super-app. It consists of two modules: one for public service and one for internal command and operations. For citizens, the application is expected to provide utilities such as reporting incidents, submitting information related to security and order, activating SOS emergency signals, scheduling appointments with police agencies, evaluating satisfaction levels, and looking up addresses and phone numbers of local police and duty officers.

Citizens can look up fire prevention and fighting infrastructure, parking spots, business establishments subject to security and order conditions, information on fire safety violations, traffic conditions, congestion, flooding, accident blackspots, and road closure warnings. The application is expected to allow users to monitor traffic cameras, access public information, and use virtual assistants and AI chatbots for search support.

The application is expected to form a two-way digital interaction channel between the City Police and the public, connecting reported information with reception and processing procedures. Through this, citizens can reduce the time spent searching for information and contacting police agencies, while gaining additional channels to request support, send emergency signals, and evaluate service quality in the digital environment.

The UAV solution uses unmanned aerial vehicles combined with cameras and Artificial Intelligence (AI) technology to monitor urban order and traffic safety over a wide area. UAVs have the capability to identify violations, detect congestion, collisions, fires, or abnormal smoke, and transmit data to the City Police Command Information Center for analysis and force coordination.

During the trial period from June 1 to August 30, 2026, authorities directly handled 131 cases of urban order and traffic safety violations and transferred 1,873 cases to units for classification, assessment, documentation, and "cold penalty" processing. The solution also supported the Traffic Police Division in handling two traffic accidents and carried out 38 notifications and force coordination efforts to resolve congestion and arising incidents.

Trial results show that UAVs have advantages in high-altitude observation, mobility, flexibility, and comprehensive area coverage. When connected to AI cameras and the Command Information Center, the solution adds mobile surveillance capabilities, supporting early detection, incident location identification, and appropriate force coordination.

Taking public satisfaction as the benchmark

Lieutenant General Nguyen Thanh Tung, Director of the Hanoi City Police, emphasized that digital transformation is not just about applying technology but also a strategic breakthrough to build a truly clean, strong, regular, elite, and modern Capital Police force, taking the satisfaction and safety of the people as the highest measure of value.

The three launched digital transformation products are vivid proof of the spirit of daring to think and daring to do; demonstrating the determination of the Hanoi City Police to lead in the application of science, technology, innovation, and digital transformation.

Units and commune-level police are directly responsible for directing, inspecting, and urging implementation; clearly assigning personnel, tasks, schedules, responsibilities, and expected outcomes. Units are responsible for coordinating to guide citizens in installing and using Hanoi Smart Police; bringing wireless fire alarm devices to every residential area and household; and urgently implementing phase 2 of the UAV solution while continuing to research and integrate utilities for professional operations.

Vice Chairman of the Hanoi People's Committee Truong Viet Dung assessed that these three products and solutions are a concrete step in implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in developing science, technology, innovation, and national digital transformation, demonstrating the City Police's determination to innovate methods of ensuring security and order on a digital platform.

The consistent theme of these solutions is to put the people at the center of service and benefit. Citizens not only gain access to convenient, safe, and more timely supported services but also directly participate in maintaining security and order through field reporting, providing information, and complying with warnings and guidance from authorities.

In the coming time, the City Police will continue to train and guide units and localities in utilizing Hanoi Smart Police; organizing the reception, classification, and processing of reports quickly and responsibly, taking public satisfaction as the benchmark.

Regarding UAVs, the City Police will continue to perfect institutional conditions, flight technical standards, data infrastructure, and security; improve the accuracy of AI models and integrate them with command and operational systems. Quality control, cost optimization, and expanding the supply capacity of wireless fire alarm devices will also be promoted, prioritizing areas, households, and facilities with high fire and explosion risks.
